What changes in September 2026
Starting September 1, 2026, all VAT-registered businesses in France must be able to receive electronic invoices. Mandatory issuance will follow progressively based on company size.
This reform, enacted through the 2024 Finance Act, aims to:
- Combat VAT fraud
- Simplify tax reporting obligations
- Modernize B2B transactions
The Factur-X format: France's standard
Factur-X is the format adopted by the French tax authority. It's a hybrid format:
- A human-readable PDF (the classic invoice)
- An embedded XML file readable by machines (structured data)
This format complies with the European standard EN 16931 and enables interoperability with certified dematerialization platforms (PDP).
